He was born in Velezzo Lomellina on December 8, 1948. Inspired by his wife Giampiera, who requested a portrait, he began painting in 1979. From 1985 to 1988, he attended painting school with painter Rosangela Marotta, graduating with honors. His first works were portraits, followed by still life compositions with well-defined, compact forms and bold colors. His style is realistic and well-defined, striving for perfection in every color and shape; dense, deep hues define his style. His passion for painting led him to depict local landscapes. And it is precisely here, in these settings on the edge of the Bassa Novarese, among the rice paddies and countryside, that the \"pitùr\" (as his fellow villagers call him), armed with acrylics, oils, and brushes, confronts a world of infinite stimuli that he reproduces on canvas, where nothing is left to chance and where thick clumps of color restore order to the chaos of events. Every free moment for Moreno becomes an excellent opportunity to fully immerse himself in his own world, alone with his canvas and glimpses of the landscapes, historic symbols of the villages he encounters. He reproduces commissioned works such as \"Lady with an Ermine\" and \"Girl with Pearl Earrings.\" Inspired by this new vein, he visits international exhibitions of Caravaggio, Cimabue, Titian, and Leonardo. Drawing inspiration from these \"Greats,\" he reproduces \"Ecce Homo\" and \"The Last Supper.\" In 2017, the triptych, painted in oil on wooden panels (323x228 cm) of the venerated Saints, was inaugurated and is permanently exhibited in the chapel of the patronal church of Borgolavezzaro. In 1985, he participated in the \"City of Varese\" international painting, sculpture, and graphic design competition, finishing second. He exhibited at the Costanzinana (VC) extemporaneous exhibition and in 1990 at the Robbio extemporaneous exhibition. In 1990, an exhibition was organized in his honor in Borgolavezzaro during the celebrations for St. Juliana. Some of his paintings are exhibited in public venues around Borgolavezzaro and in private collections in Germany, Switzerland, the USA, Spain, and Greece.
